Large-scale reforms and initiatives aimed at protecting children's rights are being implemented in the Abai region. President Kassym-Jomart Tokayev emphasizes the importance of creating conditions for a happy and safe childhood for every child. In this regard, large-scale legislative and strategic measures are currently being implemented to protect children's rights.Given that children make up a third of the country's population — 6.8 million people - the State is making significant efforts to strengthen the system for protecting their rights, ensuring their well-being and safety. These measures are aimed at creating conditions in which every child can develop, learn and grow in a harmonious environment. The main goal is to build a society in which the happiness and safety of children will become a priority for everyone. An important initiative of the adopted three laws was the creation of an institute of mentors for the adaptation of children left without parental care in society. So, in February 2024, amendments were made to the Law "On the Rights of the Child", providing for the introduction of a mentoring institute for orphans and children left without parental care. In the field of Abai, such children are assisted by 5 individual and 7 corporate mentors who assist in professional orientation, socialization and leisure activities. In December, a law was passed introducing the institution of a "professionally hosted family." This initiative allows children who find themselves in a difficult life situation to be raised at home, and professional parents receive an allowance of 10 MCI per child and up to 70 MCI.Responsibility for violence against children has been tightened, and the work of the 111 contact center, which provides emergency assistance, has been fixed at the legislative level. Administrative responsibility for bullying has been introduced, and the disembarkation of children from public transport is prohibited.Starting from the 2026-2027 academic year, children from socially vulnerable segments of the population studying in private schools will be provided with free meals and textbooks. There are 22 guardianship and trusteeship specialists in the Abai region, however, an additional 15 specialists are required to ensure a regulatory load distribution."Since February 2024, the Meirim campaign has been held in the region, aimed at supporting orphaned children and children left without parental care. To eliminate the shortage of out-of-town camps, a new camp is being built in the village of Kengirbai as part of a comprehensive socio-economic development Plan."All educational institutions in the region are equipped with modern security systems, including video surveillance cameras, alarm buttons and turnstiles. More than 23,000 cameras have been installed as part of the connection to the national video monitoring system. For 2023-2024, the Ministry of Education and Science of the Republic of Kazakhstan initiated the process of international accreditation of NTAS.According to Gani Beisembayev, the international accreditation of the NTAS national tool confirms its reliability, validity and compliance with international quality standards. All stages and procedures of NTAS are based on scientific methods used in well-known studies such as PISA, TIMSS and PIRLS.“Kazakhstan is taking confident steps towards improving the quality of education. The international recognition of the BMQM is a testament to our focus on introducing advanced approaches and standards. We are building a system that can withstand the test of time and successfully integrate into the global education community. We are confident that this achievement will be an important milestone in further improving the quality of education,” the minister said.As noted by Arnold Brauer, Director of the International Research Center for Evaluation and Certification (RCEC), the national assessment system of Kazakhstan can become the basis or part of joint assessment projects in the Central Asian region.“The Kazakhstani education system is already showing good results. Over the two years of cooperation, 7 stages of the BMQM accreditation have been implemented, which include the development of an assessment system, the creation of a database of test questions, the development of instructions for all participants, the administration of testing on a digital platform, and the analysis of results in accordance with international standards. "This is an important step in the development of the education assessment system," Arnold Brauer noted.Let us recall that the BMQM is a Kazakhstani national study that studies the quality of education of schoolchildren, which allows us to identify strengths and weaknesses in the educational process. Its ultimate result is the development of methodological recommendations for improving the quality of education in each region, conducting a comprehensive analysis.Source : https://www.gov.kz/memleket/entities/edu/press/news/details/922867
